i'm not sure about Washington and Oregon but i believe Comcast owns the right to nearly all of California. however no Cox isn't a local ISP they are relatively big. just not as big as Comcast or roadrunner(Time Warner).

depending on your area Comcast can be vary good or vary bad. they are pretty good in my area but i wish i had an ISP that wasn't owned by mediacom. stupid hollywood.

where is google fiber when you need it :(

I had to rewire my cable to my cable box outside but once i did that my connection is vary reliable.
